TOR for Third Party Validation
• The selected Consultancy Firm shall carry out sample survey of Literacy Centers (LCs). The literacy Centers ( LCs ) is for four(4) months with three (3 ) hours class, the timing of the LCs is flexible.
• Presently Literacy For All Project are having Five Thousands (5000) Literacy Centers.
• The Survey shall be based on stratified random sampling ranging between 10 to 15% of total Literacy Centers (both male and female).
• Each Sector / District shall be stratified on the basis of sub-sectors. In every strata (Comprising of a sub-sector) 10—15% survey of L.Cs shall be carried out on the basis of random sampling but the over all %age of 10 to 15% within a district /Sector shall be maintained.
• For Survey parameter will be decided between Project Management Unit ( PMU ) and the firm, on the guide line of following parameters:
• Attendance of Teachers/Learners (to be expressed in %age as below.

To check the attendance the Attendance Register and Work Book shall be checked.
• To check /verify antecedant of Learners as per record.
• To Check wheather the learning is as per schedule;

• Suggestions for improvement with regard to need assessment and Monitoring of Literacy Centres.
• The firm shall submit detail Conceptual Plan, indicating his experience in
monitoring of such Projects.
• PMU LFA provide all the data to the Consultancy Firm with regard to Sectors,
sub-sectors and Literacy Centres. The PMU exercises sole proprietary rights over all such data and the Consultancy Firm shall not publish, share with other institutions or utilize it for any study without the prior permission of PMU LFA.
• The study is to be completed within a period of 30 days starting from the date of award of consultancy.
• The Consultancy Firm will express the cost estimates as unit cost Rs. per Literacy Centre (LC). (The estimated number of LCs to surveyed may be between the range of 550—750).
• Keeping in view the Budgetary requirements and scope of the study the PMU
LFA may increase or decrease the %age of Survey.
• The Monitoring report shall be submitted to the PMU LFA within 20 days of
completion of survey. The monitoring report shall not be shared with any other institution, published or utilized for other studies without prior permission of PMU LFA.
• The LFA Project shall not provide any transport or accommodation facility.
• The LFA Project will provide data with regard to staff, Sub-sector and LCs.
• The firm has to provide its weekly visit report to PMU in advance and share the data with PMU after visits to Literacy Centers on weekly basis.
• Enumerators of the Firm has to sign the Visitors book and Registers in the Literacy Centers.
• For compilation of Monitoring Report no logistic support such as office,
Computer, Fax or Photocopier facility shall be provided.
• PMU LFA reserves the right to reject any or all of the offers without assigning any
reason and PMU can select more than one firm on region basis to diversify the view.
• Final payment shall be paid only after scrutiny and acceptance of Report, as per
TOR by the PMU LFA.
• Financial and Technical Proposal shall be separately and sealed.
• The Financial Proposal should include all taxes to be payable as per Govt. rules/ regulations.
• The firm shall have experience in Community and Literacy Based surveys.
• The firm should have Computer and Statistical experts.
• PMU and Sectors staff will verify the firm’s facilities and staff.
